Land Acquisition Act of 1894, sec 51

The LA Act 1894 says in sec51:
"51. Exemption from stamp duty and fees. - No award or agreement made under this Act shall be chargeable with stamp duty, and no person claiming under any such award or agreement shall be liable to pay any fee for a copy of the same."
Two aspects of this section are apparent:
1. on the LAO/Govt side -award or agreement under the Act are exempt from Stamp duty and fees.
2.on the interested persons side- they need not pay any fee for obtaining a copy of such award agreement
Does it mean that an award is exempt from duty but it shall be registered with the registrar and if anyone claiming under that award needs a copy of such award, he can obtain it from the Registrar without paying any fee?

1- The LA Award Needs any Stamp Duty - under the Stamp Act - Exemption is given for stamp duty on Awards passed under LA Act

2- A person /party to Award /proceedings is entitled for Copy of the award Free of Certificed Copy Fee/ charges

Dear Sir
Therefore can it be confirmed that the award is compulsorily registrable?
Because the question of obtaining a copy of an award from the registrar arises only after such award is registered with such registrar?
The question of whether a person has to pay a fee or not for such copy comes only after registration of such award.
