work allocation orders

One of my friend is working in the State Government Undertaking. He has been promoted from the cadre of DGM to GM in 2005 and worked as GM for 4 years. He has been promoted as CGM in 2009. He is very sincere, hardworking and dedicated officer. There is a difference of opinion on some matters between him and his CEO. Therefore, the CEO has not given any work allocation in both the cadres of GM and CGM and so far no orders were issued allocating work to him. He is simply sitting in the office without work and due to this he is suffering from mental agony and leading a disgraceful life. He has made an application for allocation of work. However, no response from the management. Please give solution for his problem and what is the way left out for him?

Legally such person is entitled to work in congenial atmosphere in peaceful mind in dignified manner as per his post and status and no mental harassment can be made with him as is going on at present.

Better he should negotiate and should eradicate differences failing which should file a legal notice followed by a writ before High court. To keep a senior person idle is also a punishment. So such person is entitled to agitate his grouse within legal/permissible limits.

I do agree with Raj Sir, but when CEO is intentionally doing it nothing you can do, simply sit in the office don't worry be happy.
I know a person who works hard wont sit idle.

Dear Anonymous,

I appreciate your concern for the plight of your dear friend. In my opinion it is a matter of perception differences apart individual cannot be over the policy of the organization. Ask your friend to escalate the matter through HR to the topmost level citing the model standing orders the organization is supposed to follow in "WRITING".

Wait for some time and then go to the court to seek redressal. Be sure that a strong will power can do miracles.

This is the state of affairs in public sector undertakings. It is a part of career. One has to put up with it and hope for the best in times to come.

Your friend has two options - (a) Look for deputation. This is the best option and viable. Definitely there would be other organisations where vacancies do exist for such top posts. (b) Take up the matter with the Board on the plea - I want to earn my job by working and not by sitting idle.

Normally, the board of directors of state public sector undertakings consist of government officials, politicians and key public figures. He could muster support from at least some corners and work his way out.
