Succession

This query is for my friend Ramesh(only son).
He stays in an independant house with his mother. His father has passed away 2 years ago without leaving any will/succession certifcate. The House property(Ind House that they are staying) is in the name of deceased father without any nomination.

Now my question is
1. Who will be the legal heir of the property . Wife (100%) or wife and son 50% each?
2. Also how will they be able to sell this property since its owned by his father and he is no more there?

THE WIFE AND SON SHOULD APPLY TO THE CITY SURVEY OFFICER BY MAKING AN APPLICATION THAT THEIR NAMES BE ADDED ON PROPERTY RECORDS .THEY HAVE TO ENCLOSE THE DEATH CERTIFICATE OF FATHER AND ALSO OTHER DOCUMENTS DISCLOSING RELATION INCLUDING RATION CARD ELECTION I.D.CARD.ETC.
THEIR NAMES WILL BE ADDED ON RECORDS OF CITY SURVEY..
IN CASE ANY REJECTION ,THEY CAN APPLY TO THE COURT AND GET IT DONE.
REGARDING OTHER BANK ACCOUNTS AND FIXED DEPOSITS ETC.THEY HAVE TO APPLY FOR SUCCESSION CERTIFICATE FROM THE COURT.
