The person booked under 107/151 got bail from SEM, now can he or his family member file complaint against other party? As police didn't booked the other party for his injuries. Injuries are mention in MLR.

If the counter case has not been entertained by the police, then you may appraoch the judicial magistrate court with a petition under section 156(3) cr.p.c. seeking direction to the concerned police to initiate proper legal action on your complaint

Yes, he can lodge F.I.R or can file complaint u/sec 156(3) Cr.P.V against opposite party .No restrictions.

Actually the person who was booked u/s 107/151 crpc, was fully drunk and he was beaten up by some people over some argument, and he was injured with head injury (also mentioned in MLR)
But the police didn't booked those people who hit him in his head and made him bleed.

If the affected person's complaint was not entertained by the police then he can very well approach the concerned judicial magistrate court with a petition under section 156(3) cr.p.c. seeking direction to the police to take proper legal action on the complaint.
