Technical Resignation PSU to join Central Govt,it's Benefit

I m working as AO in PSU and having 8 years of experience and selected to Central govt through UPSC by proper NOC from my office. I want to give technical resignation. Whether my EL, HPL, years of service etc is also got transfer in central govt through technical resignation from PSU. Plz guide in detail..

Nothing special, except pay protection and counting of past service for the purpose of gratuity. Balance of leave also gets transferred on technical resignation, which you may be able to avail in the new organization.
