Counting past service of exservice men in department exams

Suppose an exservice men joins a psu in ex service qouta as postA in 2015. Then the psu notified promotion exam in the year 2016 for postB FROM postA for candidates having service condition of say 5 years .in this condition can he appear in the department exam by taking the needed service in this case 4 years from his past service in armed force ( 1 year in psu + 4 years past service in armed forces total 5 years ) so that he can appear in the exam conducted in 2016.if he is allowed will the seniors of the same 2015 batch get any relaxation in service condition as stated in DPE guidelines...for the exams

Has he opted to add service by surrender of pension and gratuity given by army?


Do RR for the post allow such extraneous experience or he needs experience of a particular post in psu

no he is still getting pension and gratuities. RR for the post says experience in group c cadre .they are saying they where working in group c cadre in armed force.

You may first understand the conditions that applies for reservation to ex servicemen in the posts post retirement.
The reservation is meant only for the age relaxation and for counting past salary for re-fixation of salary and emoluments in the new employment. The reservation for further promotion is not available for ex-servicemen like the reservation for Scheduled communities.
You may go through the reservation policy thoroughly once again to understand the eligibility on the referred matter.

Ex-Servicemen Re-Employed in the Bank/Weightage to Defence
Service for the Purpose of Promotion / Officiating
Ex-servicemen re-employed in the bank may be allowed the benefit of their past
service in defence in respect of computing minimum length of service for promotion
from subordinate cadre to clerical cadre and from clerical cadre to JMG
Scale I.
Weightage for the period of service rendered by them in defence will be in
the ratio of 5: 1 subject to a maximum of 2 years after they have rendered
atleast 3 years of confirmed service in the bank. The benefit shall be
restricted only once during their entire career.
The benefit/weightage of defence service for the purpose of working in
officiating/stop gap arrangement in higher cadre and for the purpose of
post carrying special allowance would be extended to all ex-servicemen
re-employed in the bank irrespective of the option exercised by the ex-
servicemen for availing the benefit/weightage of defence service for
promotion or for permanent posting to the post carrying special allowance.
In case the ex-servicemen re-employed in the bank has already availed the
benefit/weightage of defence service earlier for the purpose of promotion from one
cadre to another cadre or for the purpose of permanent posting to the post carrying
special allowance, in that event the benefit for officiating/stop gap arrangement
would not be extended to such an ex-servicemen re-employed in the bank as this
benefit is to be extended only once to such employees during their entire career.

Will regular staffs who are seniors to exservic men get relaxation in service condition based on the dopt guide lines as follows...

CONSIDERATION OF SENIORS
3.1.2 It may so happen that in some cases of promotion, the senior officers would
not have completed the required service whereas the juniors would have completed
the prescribed eligibility condition for promotion. In such cases, seniors will be left
out from consideration for the higher post. To avoid such a situation, following note
may be inserted in the recruitment rules/ column in the schedule to the Recruitment
Rules.
Note:
“Where juniors who have completed their qualifying/eligibility service are being
considered for promotion, their seniors would also be considered provided they are
not short of the requisite qualifying/ eligibility service by more than half of such
qualifying/ eligibility service or two years, whichever is less, and have successfully
completed probation period for promotion to the next higher grade along with their
juniors who have already completed such qualifying/ eligibility service.”
