Legal heirship certificate -no will and nominations

Dear Sir,
My father passed away without will on may 2014.and now we wants to transfer flat on my mothers name and for that CIDCO(navi mumbai) ask us to provide legal heirship certificate. For complete procedure lawyer estimated higher charges which is not affordable to us can u please guide me about complete procedure and cost? can we get legal heirship certificate from tahasildar?

Check at the website of Society and CIDCO (both) in such case which certificate is warranted: Succession Certificate or Legal Heir Certificate.....................and forms/formats that are required to be submitted.
Check in local courts/tehsildar's/SRO's office etc the procedure and formalities and charges for Legal Heir Certificate and complete the formalities yourself and appear yourself. This might be available on website as well.

I wants to add that we also have share certificate of society of rs.1000 (maharaahtra apartment ownership act 1070) is the valuation of Court fees is calculated on share certificate value or flat value?
