Formation of apartment

I have bought a flat in Pune.The facts are as follows.
1)We are 7 members.
2)The builder so far could not form the apartment.we are staying in the building for last 10 years.
3)Now we understand the builder has dissolved his company and may not be any help to us.
4)The building was built by the builder by taking POA from the landlord
5)One of the member is the original land owner who got his flat in lieu of his land.
Now i have flg. queries.
1)How can we form a apartment now?
2) can we form a society?
3)Suppose it is taking time to form the apartment or society, and meantime building collapses because of natural calamity, can we members construct the building?
4)Can The member who is also landlord take the objection to reconstruct the building?

no building will collapse in 10 years . the average life of buidling would be more than 35 years .

To Register Co-op.Housing Society, Minimum 10 member are required.
Less than 10 members Societies are also Registered as per M.S.Govt. Ordinance No. 1094 and 277/14 Dated 10/03/1995.But such member's flats should be less than 700 Sq.ft.Carpet Area
