so what kind of functions jail authority has failed to perform
a. sovereign
b. administrative

What is the cause of the death? Natural death doesnot mean failure to perform any function.

the cause of death is not natural 20 armed man broke into prison and killed him ... so what kind of function the police has failed to perform
