check with state law and terms of patta and rights of pattedar.

It's a state Govt allotted land on Patta basis, hence there are certain terms and conditions imposed on allotee. And obviously, there may be restriction for such land to transfer. Therefore you have to obtain permission from competent Revenue authoritly of your state Revenue Dept.
