Is Karta of HUF entitled to make a will of an ancestral property? What is one of the family members denies to sign or creates problems?

No. The kartha has no right to make a will inrespect of ancestsal properties

The Will executed by Karta on the undivided property can not be put into operation. Now even if the Karta executes any such Will that will have no effect while making partition of the properties.
