Recognition of Caste Certificate in other State

Dear Experts,
what is the procedure of using OBC Caste Certificate issued in Bihar, in the state of Maharasthra? Shoud I make fresh certificate in Maharashtra? My friend needed the same in the state of Maharashtra for her educational and job purpose. Please guide me.

each in every state having particular rules and regulation is following in the case wise,
so we must follow that.
