Its not academic question... Its question related with my case if DW is not witness... Plz refer any precedent on this point.. also mention section of registration act of punjab

If not an academic query, why do you want to know section? If you are made aware of the relevant section, would you be able to compel the document writer to become your witness as against his wishes?

You are not yet so mature to befool the experts. They can well distinguish between an academic query and a personal problem. Your question, in itself speaks about your query to be an academic query, when asked section of law.
