Recovery of money

Dear seniors,
One of my client , has given the money Rs.4,80000/- to a person through RTGS bank transfer to his A/C. for the purpose of make admission of some student in different course, since one year, That person is a study center agent of some universities.But that person neither done admission any of the student nor refund the money.on faith of that person My client is collected money from students,now he is return from his poket. Now that person intensely not intimate about examination time and form fill up time also those student taken admission before this matter.several time my client is demanded his money, instead of several reminder , now he not responding to my client,So please Seniors help out me by suggesting the proper guideline how I will go through the legal process
One problem is there my client is from Odisha and that agent is from Punjab so where is the jurisdiction for legal suit

File a case of cheating and criminal breach of trust. The study center has duped the money and the police can only recover the money.
