X was under suspension. Order passed with a direction to take compulsory retirement. He was submitted his pension papers. His PF amount adjusted in to Loan. The DDO stating that X not submitted pension papers. Now the DDO asking for forwarding the same freshly. With a delay of couple of years. Hence I have asked the question.

Since compulsory retirement orders were issued, you are entitled to file pension papers through proper channel. If already filed, then what is the problem.
