hi
i am amang haokip and serving in the manipur police department grade II in the rank of dysp.
my queries to the experts is that
(1). Is there any possibilities to claim the reserved post (sanctioned) in the deputation,leave and training leave in grade I as officiating which will eventually get absorbed in the regular post when vacancy arise. since certain numbers of sanctioned reserve post in the grade I is vacant and no one is using the deputation,leave and traning leave.

reservation is admissible only in case of regular promotion.
deputation is Ty recruitment of specific person for specific duration. It can be treated promotion only for limited period for pay purpose if deputation is on higher post.
Vacancies by leave training can be filled only on seniority

Yes, officiating arrangements possible in deputation/leave/training cases.

When there arises any vacancy either due to the incumbent of the post goes on deputation elsewhere, or proceeds on training, or avails leave for long duration, it is for the Administration to decide as to how to manage the situation.
If it feels that the temporary vacancy on account of incumbent proceeding on deputation/training/leave, has to be filled up by officiating it can do so.
But nobody can ask for officiating chance as a matter of right. It is purely an administrative decision to be taken by the Administration.

also reservation never applies in officiating ad-hoc promotion
I add further even regular promotion cannot be claimed as a matter of right.
