For Marriage registration states have formed their own procedure, generally application, affidavits, identity proofs, marriage proofs, photographs, witness etc. You may contact office near to you. Fees is nominal.

If marriage itself has to be performed in the marriage registrar, they need to give 30 days notice.
If they simply register the marriage and get certificate, there is no need for 30 days notice. They have to produce the proof of marriage solemnized elsewhere.
all the formalities as detailed by Mr.Ajay and Mr.Goyal.

The procedure is different for marriages already solemnized and the marriages to be solemnized directly in registrar's office.
For the marriages already done under religious rites, the procedure stated by Ld. Ajay Sethi holds good.
For fresh marriages to be performed and registered with the Registrar, the form needs to be filled and the notice would be issued to General Public for 30 days to give any objections, if there are no objections, then the marriage would be registered and certificate would be issued after depositing the fee.
It takes 3-4 working days to get the certificate in Delhi. It may differ from area to area.

Dear Experts
In all of your comments it is clear that there would be a Notice for something i did not understand clearly.
Who issue the Notice to whom, about what this notice will ?
In my case i all-ready married and wanted to get a marriage certificate for passport-visa application, as i wanted to go abroad.

since you are already married please follow the procedure prescribed in my reply .
To register under Hindu Marriage Act, both the partners need to be Hindus. The first step is to apply to the sub-registrar under whose jurisdiction the marriage took place. Alternatively, you can apply to the registrar of the place where either spouse stayed for at least six months before marriage. Both partners need to fill the relevant application form, sign it, and submit it, along with photocopies of the necessary documents , such as age proof and address proof (see box). For proof of marriage, submit a certificate from the priest who solemnised the marriage. Keep in mind that both parties will need to disclose their previous marital status, if any. All the documents should be attested by a gazetted officer. Lastly, you will have to deposit a fee with the cashier and attach the receipt with the form.
Once the application has been submitted and the documents verified , the concerned officer will assign a date for registration, when the marriage certificate will be issued

Right, just go to the registrar office with affidavits and proof of marriage and two witnesses, it would be done.
