Fir against unrecognised illegal school

Dear Experts,
i want to know that as a citizen can i file a FIR against a school for running school without recognition from MCGM as per RTE act and self financed school act maharashtra.
please guide

Is it issuing fake degree?
Rather write of School Auhrotities for necessary measures.

I approached the mcgm education department. They are not taking any action.. blind eye...
So i need an alternarive judicial body who can take action

Write to Distt. Education Authority, State Education Department and District Administration.

When Educational authorities are not ready to take action,complain to education ministry of state and if they also remain mum then file a writ in high court.
