My client having two sale deed executed in his favour in 1978. Stamp duty fully paid but the same had been return to him without registration due to lack of some NOC. wether it is valid sale and can he transfer the same??

No, sale deed is not valid untill the same is not registered.You can not transfer the property on basis of such sale deed.

No he is not the owner of the property.at the most he is having the charge worth the amount over the property.he cannot sign the sale deed.

The sale is not valid and your client cannot transfer the property as its owner.
