How does one make a legal self declaration on oath that he has no second living or dead or divorced wife.

You approach the local Notary and tell him what you required, and accordingly, he will prepare the Affidavit. Every affidavit will be given on oath usually. The affidavit requires a Stamp paper of Rs.10/- + Notary charges.
