In whose name the land is? How it is ancestral property?

If the property is self acquired of her husband and he expired intestate, she can sell her share.
Kumar Doab (Expert) 14 September 2015
If the deceased uncle has not left any WILL his self acquired property shall devolve upon his legal heirs.

Get the names entered in mutation records.

Amicable family settlement or partition deed may also be an option.

The patients suffering from cancer get aid from CM,PM.

Inquire from local o/o CMO.

Rightly adviced by the above legal experts. Its a disgrace to learn that the daughters are not willing to spend for their mother's ailment.
