Marriage certificate

My Parents want to apply for Marrige certificate but my mom's before marriage proofs are not there so can they still aplly for the certificate? They have pan card,election card,passport etc after marriage proof and they also have their wedding invitation in english. please help. how long it will take for the certificate and can we do it by ourself?

visit the registration office . catch hold of some agent . he will guide you

Contact the registration office and know the procedure.

Marriage can definitely be got registered even at this stage by Registering authority. contact with it.
