Private trust- property

Pls help to confirm that ...

1. Can a Private Trust be formed for religious purpose.
2. Can a Private Trust hold the land being donated by government.
3. Can a private trust collect funds from Public even if they do not hold any activity for beneficiary of Public.
4. Can a Private Trust be formed wherein the holders are form different villages & not relatives.
5. If all above are invalid points then where a Common man can complaint against the illegal aspects of the Trust.

Pls Note :- At initial stage ( 5 yrs back )this trust was proposed to be Public & collected huge donations from Public but later it is operating still as on date as Private.
