whether district central cooperative bank is covered under consumer proctection act as a consumer? fact is my dcc bank has made some investment in other dcc bank, which is not refunded after the due date.

Bank as a consumer..? whose consumer...??? or you want to say is the depositer in the bank a consumer of bank..?

Yes very much. It is covered under the Consumer Protection Act and you can file a complaint against it for any service deficiency.
