I have doubt abt filing of PIL..Specifically Notification No.117/04 dated 4.6.08 and 10.6.08 by the Karnataka HC, Bangalore.My query is ___
1. Can any Court or other judicial authority restricts people to file PIL on basis of Circuit bench..?
2.When PIL is an instrument which works for 'public interest' Can Court prohibit any1 to file PIL by using the term of 'circuit Bench' ?

Court must get convinced , the matter relates to Public Interest. Or Court may not admit PIL

No court can prohibit any person to exercise his legal redress.
It can only discourage them by not allowing some frivolous legal proceedings for personal gains.

Courts feel glad if proper PIL has been filed by unbiased person in true public interest. Courts condemn only those PIL which are either filed by vested interested persons or have no force of law with the claimed right.
