Regarding certificate

Thanks a lot to all the experts.but i have a small query that if still after sending a legal notice also they don't give my certificate then what should be NEXT STEP??

In that situation, you may go to civil court and may file a civil suit for injunction.

against them ,in case they have no concern as state file a civil suit.
