Reglarising a property

my friend sri venu working in government organisation had bought a property at nellore in 2007 without getting permission from his office, in the name of his son unknowing of such rules. Now he wants to make construction in that site, properly by regularizing that property.what is the procedure to be followed?

IS the son of your friend is working ? if so then how much income declare as per income tax. If he has self capacity to avail loan then no issue on this part. other wise it is always questionable .
First find the sources for the purchased land as well as for construction idea too.
