About builder's non co-opration

we total 5 members join in builders scheme and paid up total value of each row-house, we have all receipt given by builder, there is five years past to fulfill all due payments. but now the builder is not ready to make ragistred sale deed in favour of us. can we go for consumer forum or civil court?

Yes you can always go to the consumer forum and ask for not only registration of deed of conveyance but also compensation for causing this delay.

You have not mentioned about any agreement of you with builder. If it do not exist then there is no chance to approach any court but if it was duly executed between you both then take action as per terms and conditions mentioned therein.
