Dear sir, A NRI or PIO has general permission to acquire/transfer any immovable property in India other than agricultural/plantation/farm house property, etc. So if you want to acquire/transfer any immovable property to any Indian citizen/NRI/PIO, there is no bar to you. With Regards,
