There's no property known as Akrama sakarama property.
Did you buy it by a registered sale deed or what is the documents to establish your title to the property?
You can contact an advocate in the local and proceed as suggested.

As I could ascertain, the scheme refers to unauthorised construction in Karnataka. The particulars could be accessed at http://uddkar.gov.in/sites/uddkar.gov.in/files/image/Handbook_Akrama-Sakrama_eng.pdf

It is only a local lawyer who can assist you in the given facts.

Agreeing with experts above, I will add that local inspection and perusal of documents is required before forming a concrete view on your matter.

You seem to be under confusion.
You have purchased a property without a registered sale deed, hence you cannot claim title to the property.
The tax receipts is not a title document.
First of all you confirm the sale by the vendor, if he is not agreeing then you demand money given to him to be refunded with interest, failing which you may file a money recovery suit or a declaration suit to declare the title on the basis of the evidence for having paid the sale consideration amount.
