Buying land from SC guidelines

Hi,
I would like to buy a land in UP from an SC farmer who's willing to sell it to me at market rates.
I understand that the Dalit land amendment bill was passed and approved by the governer in Dec 2015.

I'd like to know the guidelines and procedure to legally buy such a land.
