Where to complain on village surpunch

Dear Sir/Madam,

Our village surpunch is not available in village and he is running his own supermarket and he is sitting in his shop full time.. Not even conducting any meetings and not taken any developments in the village..

Please guide me on the followings points:

1. How to know about village funds bills sanctions for the village.

2. Where the funds utilised and its accounts..

3. Records of village

4. To whom i have to complaint.

you can approach the District Collector concerned.

You can use RTI to get information from block development / collector office.

Lodge complaint to district collector.

i have applied through RTI on 28th July,2016, Still i did not get the reply from RTI DEPT.. Please let me know what to do??
