Tenure of a central govt. employee

Sir,
is there any order specifying the tenure of a Central govt employee in a normal place? (North east and other difficult places tenure is 2/1 year).

people say that departments take 4years as a practice to keep an employee for admin sake not on basis of rules.

I have completed my tenure and wanted to place X. But the person in X completed 3years only. If there is a rule/order about 4years then I can't request otherwise I can proceed.

Transfer even after completion of tenure of a person depends upon clear vacancy at the place of request. None other at the reqested place can be replaced just to accommodate someone else before completion of tenure or on administrative ground, unless the official of that place is willing to be transferred from that place.
