Govt. has passed an order by which some junior employee are promoted to higher cadre ignoring some senior employee . I want to know that what is the maximum time limit t file a civil suit in Honb'le high court against that orders

In all probability, you need to approach the Administrative Tribunal. If so, the limitation is one year.

However, you need to exhaust administrative remedies before approaching the Tribunal.
