Fraud by a computer institute

Sir
I am Rajesh kumar persuing BCA in an Institute which is affiliated with a university.
When i go there for admission they said me a total amount of 95000 for whole course (3 yrs) including tution fee, learning materials,examination charge and other things.
They said that they provide a dual cirtification program
(BCA + Institute Specific Course) in regular mode but when we take admission in that course we knew that the course what they provide me is a distance education programme .when we said to the Institute Director that we are coming here for taking admission in Regular mode then they said me no this is a distance education program. we never told u that we provide u regular mode degree.
and also refuse to give me their specific course cirtificate, they said that the course fee have been very high so we can not give u our specific course cirtificate.they are ready to give me only BCA cirtificate.
and now the recent problem is that they said to all the students that the if we need Migration or provisional cirtificate then we will have to pay them an amount of Rs.5500.
jabki they said to all the students at the time of admission that the total fee is 95000 and no any other fee or hidden cost will have to pay the students after making the payment of 95000 so we have paid all the money(95000) to the institute.
Sir I am in very serious problem
what am i to do.
is there any legel action can be taken agaainst the institute.
Is the extra money the sum of 5500 asking by the institute to all the students is right or wrong according to ur point of view.
give me a proper instruction what should i to do against the institute.

If the institute is not doing on something which they are stipulated to do in the basis of their advertisement or brochure then such acts amount to deficiency of service.
In that context you can file case before the consumer forum for the desired reliefs.

Do you have any documentary proof about the assurances given by the institute at the time of admission? To which University BCA Degree is affiliated? You can take up the matter the University for the illegal assurances the institute is making. All of you can lodge a cheating complaint with the Police.
Provisional and Migration certificates are issued by the concerned University to which the course is affiliated. You can directly apply to the University by paying the prescribed fee and obtain these certificates. All of you in a group have a discussion with the management and apprise them that you will not yield to the tactics of the Institute and you should be given the certificates without insisting any amount as originally promised, otherwise you all will take up the matter with various forums including media, police, University and file a case in consumer forum. If the institute insists a reasonable amount - that might be the prescribed fee of the University for such documents which were obtained by the Institute on your behalf and you can pay this amount for the certificates.

move consumer forum against the institute for deficiency in service as against promise of regular mode you have been provided distance mode education . ask for compensation . it is better if number of students get together and file complaint

Agreed with the experts opinions. As advised by Mr. Jagga Rao, you may submit applications to University, police or file a consumer complaint with the local consumer protection forum.
