Clearance certificate/noc

One of my friend had purchased a Tata vehicles through Tata Motors Finance ltd. My friend has already paid all the installment to the aforesaid finance company. Still the company is not providing the NOC (/delaying in issuance of clearance certificate). what should he do?

SEND THEM A LEGAL NOTICE. If it does not produce any result , then he can go to consumer forum.

Send complaint, email, telephone call to higher officials of Tata Motors finance ltd. If no result send legal notice to manager along with higher officials and later file complaint in consumer forum if no result of legal notice even.
