Complete copy of case to be filed in transfer application

I have filed the transfer application at SCI for transfer of 498-A case and the regsitry has made objection that "COPY OF TRANSFER CASE NO. / 2012 NOT FILED . "

Which I means will have to file the complete case records??
Still now I have only the chargesheet filed by the police and matter has been stayed by HC..IN THAT CASE WHETHER FILING OF CHARGESHEET IS SUFFICIENT??

Thanks for reply..asked from registry..they themselves are not sured and will move it to the higher officials and advided me to attach the memo of party of the case
