is service tax need to pay by flat buyer

I have book a flat At kholshet , Thane , Maharashtra in Under construction Stage.
official position handover date was April'2011. but till date builder not given position and his project not completed .
now he asking to pay Service tax , which never mention in agreement and not say at time of purchase. registation date 14th aug 2010.

Service Tax after 1Sep 2009 is required to be paid by allottees/buyers.

yes you are liable to pay service tax on under construction flat

Liability of service tax is builder.

But generally, builder collect service tax from buyers of flat.
