Running a catering business in residential flat

Hello,

I find my neighbor is running a catering service and uses the residential flat for doing most of the cooking. Is this legal?
The flat in question is situated in the ground floor and the block contains 4 apartments (ground plus 1) setup.

If this is illegal, (which I think should be the case as he is using the residential electricity and gas connections for commercial purposes). What type if legal actions can a fellow resident take against such a misuse?

Complain to the local authority. Even if they have given a Trade Licence, that is liable to be revoked. If he is working without a Trade Licence he is liable to be punished.

Yes lodging complaint to the appropriate Local Authority including the Municipality is your remedy.
If the Public Authority fail to act you can file Writ petition against those authorities.

if flat is primarily used for residence and the neighbour also does some catering it is not against any violation of law.
