Including but not limited to.

Dear All,

Very good everning.

May i get the reason why we use the phrase "Including but not limited to"? What it exactly means? Why we ought not to finish the sentence simply writing including?

If you stop by saying "including" and list out items, then one can say that you have included only those items, therefore the items whatever that you indicated in the inclusive clause is a complete and exhaustive list and you cannot add any more item.

In order to save oneself from such an eventuality, we right "including but not limited to", signifying that the list is not exhaustive and there scope to include some more items also, if such items are not completely repugnant to the context.

The term "including" is sufficient. Addition of words "but not, limited to" is mere explanatory. By using the term "including" and thereafter naming few items means, named items are necessarily included and other items of like nature are also inherent in the given category or context.
