Permission to go abroad

Can a Central Government official undergoing penalty under the CCS (CCA) Rules, 1965 be given permission to go abroad?

It all depends upon the sole discretion of the competent authority in the exigency of service to grant permission or deny to the employee depending upon the nature of penalty awarded to the employee. However, seemingly there is no Government of India instructions to refuse permission to the employee if undergoing any penalty under the CCS (CCA) Rules. But, if there is a question of recovery of the penalty amount, if any, from the pay of the official, the permission is not advisable.
