Whether a lunatic/unsound mind by birth (now 23 yr old)
1. Can get Votters ID?
2. can get a passport?
3. can open bank account through the guardian?

I am basically looking for a photo ID card of that person of unsound mind?

Even the birth was not registered.

Q(2) Yes through guardian
Q(3) Yes through guardian
Photo Id card may be issued by Local member of Legislative assembly or Member of Parliament or Gram Panchayath or Municipality.

1. He is not eligible for Voter id.
2 & 3. Court have to appoint a person as Guardian on an application under Mental Health Act, then on the basis of the same, passport and Bank account can be maintained
