concession of bail is a matter of discretion, all depends upon facts and circumstance of the case.
in non-bailable offences, bail is not a right of the accused at the first instance.
if the challan has been presented and that too by CBI then I dont think there are very good chances of grant of anticipatory bail by the lower court....but whatever is the case the accused must take a chance and shall file anticipatory bail application.
in case the AB petition is dismissed the approach the HC, if HC dismissed the same then SC.
