can a bf be charged for not marrying gf as promised??

Hi i just want to know that if a gf can file a case against a bf for not marrying him without any proof of s*xual contact or written agreement?? Can the boy b charged??? If so then can the vice versa possible

one cannot be compelled to marry.

although he can (or cannot) be punished for reasons to refuse which you have not stated.
