One brother gifting open NA part land to another brother. What will be stamp duty? Can it be called assigning the right?
What will be the registation charges?

Stamp duty is subject of state laws and varies from state to state.Visit sub registrar office concerned for charges.
If both are co owner a relinquishment deed by one in other favor shall do,else a gift deed would be required.

Is the land owned by both the brothers?
If it is so, then the share of one brother can be trnasfered to other through release deed or relinquishment deed, where you don't need to pay stamp duty.
If the land is owned by one brother only, then that brother shall execute a gift deed in favour of the other.
Stamp duty varies from state to state and location to location, which you can find out by valuation through proper channel.

In WB it is.5% and it is called gift , not assignment.

If the property is jointly owned by the brothers one can execute a release deed in favour of the other at lesser stamp duty.
