What is the agreement like when a pagdi tenant wants to sell his flat to buyer?

A tenant has no right or title to sell the rented premises.

A tenant cannot alienate the property.
Only absolute owner having marketable title can sell the property.
If a tenant tries to sell the rented/ leased premises, it is fraudulent activity.
