I want to file PIL. Please guide me how I can file it in person ? I want to get reply from Central government so have to file in supreme court only or I can file PIl in lower court ?

draft a petition get iut typed and file in registry.

Apex court has at times treated a postcard as a PIL.

I want to get reply from Central government so have to file in supreme court only

YOU QUERY IS VAGUE. YOU CAN PERHAPS USE RTI INSTEAD OF WASTING SUPREME COURT TIME FOR GAINING INFORMATION FROM GOVT.

or I can file PIl in lower court ?

First of all, you need to be conversant in the basic concepts of Law and its procedure. A PIL cannot be rushed.
