What is your age now?
Compassionate appt. is a discretion applied by the Dept. to employ a dependent of the decd. who has died in the line of duty. Such appts. are made as per qualification of the dependent. This again depends on the rules/conditions of service of the particular Force.

Apply to the police headquarters for compassionate appointment and pursue the same with a request, but not as a matter of right.

your doing BSc is irrelevant for compassionate appointment rather by the time you complete Bsc your case for compassionate appointment will be stale and your application cannot be considered.
Compassionate appointment is a concession it is not an undated cheque.
Further even if you were Bsc now mere fact of being eligible for SI doe snot mean that SI post will be given on compassionate ground. [Bsc is eligible even for IPS]
Further it is not at all relevant whether your father could pickup rank of SI or not.
Never expect a post above constable in compassionate (or a lower civilian post)
