Ownership to pagdi

If i want to sell my ownership flat and want to buy a Pagdi place, so is it safe to take such a step and in that Pagdi building there are shops down the building so is there any chance of going that building into redevelopment?

For all lawful reasons you will not be an owner of the pagdi shop so why do you want to risk that way.
