Yea! off course why not.it is applicable since v got only one civil PROCEDURE code , where procedures are to be adopted when in need in all type of civil cases.It is a basic code where other Acts follows and implementation applies.

SEC 11 of CPC : No court shall try any suit or issue in which the matter directly and sustantially in issue has been directly and substantially in inssue in a former suit between the same parties, or between parties under whom they or any of them claim, litigating under the same tittle, in a cour competent to try such subsequent suit or the suit in which such issue has been subsequently raised, and has been heard and fianlly decidd by such court. CONSUMER COMPLAINTS ARE NOT EXCEPTIONAL TO THIS.

Yes it is applicable in consumer proceedings.Once a matter on the same subject matter decided between same parties can not be open in another proceeding in the same subject matter between same parties.
